Reading and calling are different actions
Opening an information page should not activate your camera or microphone. A text route does not need either device. Voice needs microphone access, while video needs both. Modern browsers place that decision in a site permission prompt, and the operating system may have its own switch above it.
A permission belongs to the site and browser context that requested it. Allowing a camera in one browser does not necessarily allow it in another. Private browsing, managed work devices and embedded browsers can behave differently.

Before you enter
Check the small things first
Use an updated mainstream browser, close another tab that is holding the camera, and connect the headset you actually want before opening a call. If a permission was denied earlier, a new prompt may not appear until you change the saved site setting.
On a phone, low-power mode, weak mobile data and an in-app browser opened from social media can affect a call. If the flow behaves strangely, copy the address into your normal browser before changing many settings at once.

Web versus app
Convenience has different meanings
A web route can be convenient because it leaves less installed software and makes the domain visible. A native app can be convenient because the operating system gives it a persistent icon, background notification channels and device integrations. Those are product differences, not signs that one route is automatically safer.
